97 Classic 500 High Idle

Hi Everyone,
Here is my problem. I picked up a 97 Indy Classic 500 that is idling high, around 3000-3200 rpm. The guy said it needed a carb cleaning. So I cleaned the carbs, still idled high. Then I checked the air screw, they where both turned out too far. one was 2 turns out, the 2 1/2 turns out. I set them at one turn out. It says that on the sticker on the hood. The idle came down to 2500 rpm. Blipped the choke, then it dropped to around 1800-2000. It stayed there for a while until I closed the hood. Then it skyrocketed to 4000 rpm and and wouldn't come down. Opening the hood caused it to drop some but not much. Sprayed carb cleaner on the clutch side seal and it dropped to 2000 rpm. So I'm guessing it needs a seal? Would a leaking seal cause the idle to climb when closing the hood? If so, why?
