Gouged drive axel

I have a 2002 f/c polaris classic 550.
The previous owner noted to me that the speedo was broken when he bought it like 10 years ago. Needless to say the bearing was completely gone and the shaft itself had been riding on the frame so long that it is badly gouged, probably upwards of 1/8" in spots.
This is my plan.
I have access to a metal lathe and i'm thinking i'll chuck it up and mill down the end until it's smooth again and then sheath it in steel to build it back out thick enough to fill a new bearing. Then i'll weld the 2 pieces together and re assemble the sled.
1. Is there any deep flaw in that?
2. What grade of steel should I sheath it in?
