2000 Formula Z 700 Throttle Adjusment

I bought my machine off a guy two years ago and it is a sweet ride except one thing. The throttle is positioned so high its awkward as hell unless your sitting on the gas tank. I took the handlebar cover off and looked for screws to loosen it. I don't see any. My old 99 Z you could move the throttle up and down freely. I like it down for sitting back cruising. Please tell me you can adjust this thing. One guy told me my handlebars might be positioned forward a lot bringing it up high. I may adjust that but I don't mind where the bars are if I could just adjust the bloody thing down.
