2001 mxz 440 pull rope recoil question

Hi Gentlemen, On cold stars my pull rope does not retract well , it goes back in very slow and weak. when the engine cranks up it retracts fine. On warm starts there is not a problem. I did replace the recoil assembly about 6 yrs ago. thanks
