93 pantera 550 efi

I have recently bought a 93 artic cat pantera 550 efi it was sitting for about 4 years by what I can tell. I drained the fuel tank and fuel pump before ever hooking the battery up so that hopefully no old fuel would be sucked in. put fresh fuel in and made sure I was pumping clean fuel before I hooked it up to the fuel rail. I have good compression good spark and my fuel pump is working and I have put fresh plugs in as well.. with no such luck. after the first pull the plugs are saturated.... and it will not run I am new to efi systems.. my assumption is that its flooded so I pulled plugs pulled the fuel line off fuel rail with key off and pulled 20 times and dried plugs off put them in pulled 5 times and pulled plugs and they where soaked once again and it will not even try to start I am lost :-/ any help would be appriceated first time ever working on artic cat but cant wait to get this one running and ride the heck out of it
